DLD service fee

The Dubai Land Department (DLD) service fee is an annual charge administered by the DLD covering property registry, oversight, and master-community contributions. Distinct from the one-off 4% transfer fee paid on purchase.

When you buy in Dubai you pay 4% DLD transfer fee at registration (typically split 50/50 between buyer and seller by negotiation, but legally the buyer's liability). The annual service fee is separate + recurring.

Service charges in Dubai are typically billed in arrears + governed by the Mollak system — RERA's centralised platform for owner-association accounts. Mollak ensures funds flow to a regulated escrow account specifically for the building; unauthorised withdrawals trigger enforcement.

Foreign-ownership in Dubai is largely freehold in designated areas (Palm Jumeirah, Downtown, Marina, etc.). Outside designated areas, foreigners can hold leasehold rights up to 99 years. The DLD confirms ownership eligibility on title issue.
